UK and France Plan to Send Military Personnel to the Country if a Ceasefire Accord is Reached

The UK and France have formalized a declaration of intent concerning the stationing of troops in the nation in the event a peace agreement be concluded with Russia, the Prime Minister of Britain, Keir Starmer, has announced.

After negotiations with Kyiv's partners in Paris, he noted that the UK and France would "create defense centers in various parts of Ukraine and build protected facilities for arms and military equipment" to deter any potential invasion.

The coalition members also proposed that the United States would take the lead in overseeing a ceasefire.

Moscow has consistently warned that any external forces in Ukraine would be considered a "acceptable aim", but has not yet commented on this latest declaration.

Background and Continuing War

Russian President Vladimir Putin launched a full-scale invasion of Ukraine in February 2022, and Russia currently holds roughly 20% of Ukraine's sovereign soil.

"This is a vital part of our commitment to stand with Ukraine for the foreseeable future," commented the British leader.

Top officials and top officials from the "Partner Group" took part in the recent discussions.

Speaking at a joint press conference, he added: "It creates the pathway for the juridical structure under which British, French, and partner forces could operate on the ground in Ukraine, protecting Ukraine's airspace and waters, and rebuilding Ukraine's defense capabilities for the time to come."

The British leader also stated that Britain would be involved in any US-led monitoring of a possible ceasefire.

Defense Assurances and Diplomatic Positions

Senior Washington representative Steve Witkoff said that "lasting security guarantees and substantial economic promises are critical to a lasting peace" in Ukraine – alluding to a key condition made by Ukraine.

The negotiator indicated the allies had "mostly completed" their work on finalizing such pledges "so that the people of Ukraine know that when this war ends, it ends permanently."

The former US envoy, former American President Donald Trump's advisor, also participated in the discussions.

At the same time, President Macron Emmanuel Macron said that Ukraine's partners had made "considerable advances" at the meeting.

He noted that "strong" safety pledges for the Ukrainian government had been agreed in the event of a possible truce.

Ukraine's leader Volodymyr Zelensky said that a "huge advance" had been made in the negotiations, but qualified that he would only consider efforts to be "adequate" if they led to the end of the war.

Earlier, he indicated a peace agreement was "mostly finalized". Agreeing on the last 10% would "determine the outcome of the peace, the fate of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and security guarantees have been at the forefront of ongoing disputes for the parties involved.
  • Putin has consistently stated that Kyiv's military must retreat from all of Ukraine's eastern Donbas or Russia will occupy it, rejecting any middle ground over how to end the war.
  • The Ukrainian President has to date rejected giving up any land, but has suggested that Ukraine could pull back its forces to an mutually accepted point – but only if Russia does the same.

Russia currently occupies about 75% of the Donetsk oblast and some 99% of the adjacent Luhansk region. The areas form the heartland of the Donbas.

The initial US-led comprehensive proposal that was extensively reported to the media last year was viewed by Ukraine and its EU supporters as being disproportionately favorable in Moscow's favor.

This triggered weeks of high-level negotiations – with the involved parties trying to amend the document.

The previous month, Ukraine sent the US an updated proposal – as well as additional documents detailing potential defense assurances and provisions for Ukraine's recovery, Zelensky said.
