Ukrainian President Volodymyr Zelensky Declares Absence of Clear Security Pledge from European Partners

Ukrainian President Volodymyr Zelensky says European allies have failed to provide sound guarantees that they will defend Ukraine in the case of a future Russian attack.

"I am asking this very question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on midweek.

These remarks follow a day after the UK and France signed a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is finalized.

However, comprehensive defense assurances have not been agreed. The United States, which has been leading efforts to end the invasion, reportedly did not sign such a commitment at talks in Paris on Tuesday.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which included some 30 countries that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the two nations would "set up operational bases across Ukraine" to deter future invasion, while French President Emmanuel Macron later said a significant number of soldiers may be sent.

Partner nations suggested that the United States would take the lead in monitoring a truce. But the central sticking point of ceding land that Ukraine is being pressured to offer to Russia as part of the peace proposals are continuing to be negotiated.

The Russian government has not yet commented on the announcement made in the French capital.

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in the early months of 2022, and Russian forces currently controls about one-fifth of Ukraine's land.

Zelensky's Shifting Tone

The UK Prime Minister characterized the joint statement as "a vital part of our dedication to support Ukraine for the foreseeable future".

He continued: "It establishes the pathway for the legal framework under which allied military personnel could operate on Ukrainian soil, protecting Ukrainian airspace and waters, and regenerating Ukraine's military for the years to come."

The Ukrainian leader praised that agreement as a "huge step forward".

A day later, however, he seemed more cautious.

"I perceive the determination, the political will, and that the allies are prepared, and the partners are ready to give us strong sanctions, strong security guarantees," he said when asked if nations in Europe would come to Ukraine's aid.

"However, until we lack such security guarantees - legally binding, endorsed by legislatures, backed by the U.S. Congress - this question remains unresolved. And even if they do, you still have to rely first and foremost on your inherent capabilities."

Persistent Challenges and Fighting

The Paris talks were also significant owing to the presence of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

One envoy stated the allies "mostly completed" their work on agreeing security protocols.

Last week, Zelensky said a peace deal was "ninety percent complete".

Questions of land and defense pledges have been at the forefront of unresolved issues for negotiators.

The Russian leader has consistently stated that Ukraine's military must withdraw from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to end the war.

Zelensky has so far ruled out relinquishing any land, but has proposed that Ukraine could withdraw its troops to an agreed point - but only if Russia reciprocated the action.

Russian forces now holds about three-quarters of the Donetsk oblast, and some nearly all of the adjacent Luhansk region. The two regions constitute the industrial Donbas region.

Attacks have been escalating against Ukrainian cities - particularly targeting power facilities. Russia has also made incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, albeit with more limited success.
